You could rip it out and then finish it. You would have been better to have fall ripped it rather than trying to do it in the spring. I have had trouble getting the root clumps to work down.
Does anyone around you have a more modern planter setup to no-till??? If you could hire it done you might be money ahead with fuel cost what they are.
Plus that JD 70 planter does not have the best depth control in real loose ground with clumps.
I would try to keep away from Banvel on corn. You have to hit the growth window early or you can easily cause stalk damage. This is tricky here but where you are on irrigation you may not have that issue.
