The original governor was set for max speed at no load. The throttle lever allowed the operator to slow the engine by overriding the governor. In this overrode condition the governor did not regulate engine speed and therefore was very limited or could not respond to a load. The variable speed governor adjusted the engine speed via the governor spring. This method allowed the operator to select any speed in the governors range and the governor could react and adjust for the load at the selected speed.
