If you have access to a sheet metal folder then life will be easier as you can fold small creases to help form the funnel. Roll up a piece of paper and cut the top to fit your angle then using that general shape make your cone.On purpose made grain bins over here these type of cones end up being pieced together anyway, as one sheet is never large enough to do the complete cone. Most manufacturers roll a hoop of 1 1/2'" angle iron to weld the cone to,then weld this to the bottom of the cylinder, it both provides rigidity and leaves a good attachment point for welding on legs.
