When clutch is depressed for longer than normal periods you will lose hydraulics until clutch is engaged.Dont know on PTO if its new and properly adjusted but suspect pressure or rubber o-rings which requires split to fix .The side counsel tractor pto were not manually engaged but hydraulically thats why some of them engage almost to fast sometimes resulting in sheared pins on augers and implements.The chatter upfront is usually the coupler which has plastic inserts or possibly worn splines which is easy to replace with proper tools.
