I think I would just tell him that he is a friend, but needs to be careful about what he says in public. Anger and frustration with the current situation is rampart. However, militia talk and so on can get someone on lists of possible terrorists and invite all kinds of scrutiny that nobody wants. Explain this to him in a nice way and politely suggest that such opinions should be reserved for private discussions. It is not unusual for retired people to lose their sense of when and where it is appropriate to discuss things.
