He doesn't sound so "out there" to me- many in this country (including, I suppose, most E-9s) are very passionate about their belief that the President is putting the country on a road to ruin. Regardless of your political beliefs, I would suggest that him having this belief, plus the ordinary "I'm old and can pretty much say what I want" syndrom, would explain it.
Of course, you have to respect the boss's wishes, but I'm not so sure the guy is off balance, from what you posted.
