At least here in Oregon, if there is a road running through private property that is used by the public, it has to be closed off once a year or it becomes a public right of way - can"t be closed off by the owners. The example is the Tektronix campus which has several streets - all on private property, would be closed to the public once a year to prevent them from becomming a public right of way. Your state may be different.
