Here the county commissioners have authority over county road ROW's. They are the only ones who can close a county road.(abandoned or not doesn't matter) If you own a parcel of land with road frontage the deed usually states "subject to pre-existing easement and right of ways". That includes county roads. There is a petitioning process to formally close a county road in IN. County commissioners have an attorney at all meetings where procedures involving road closings are done so that they stay within the law. MI laws could vary from ours.
