Here in New York, an "environmental officer" is, in essence, a game warden. That being said, he should of knocked on the farmer's door, or went into his milk-house and announced himself first.
In regard to animals? To be techincal, raccoon are small game and fur bearers and it was probably legal to shoot one when he did. Not legal though to dischage a firearm within 500 feet of a dwelling or something like 250 feet from a public highway. So yeah, by the strict letter-of-the-law, he was supposed to call somebody and ask for "special permission" to shoot like he did. This ENCON officer (environmental conservation) could of used his discression and let the matter drop.
