I just read your latest post. It does sound like a mess.
Any local, state, or federal gov't agancy must report to someone above them: county administrator; county commissioners; state commissioners: state governor; federal administrator, etc. You could try contacting the persons who the agency and the assessor report to, beginning at the local level, and ask those persons for help in clearing up the matter.
Be polite, be patient and listen more than you speak. Hopefully the overseers should realize you would not be contacting them if you had something to hide, and the longer the matter drags on the more it drains from their budgets.
