Is the kid a minor? If so, you'll want to go after the parent.
Do they have a late-model vehicle that might have collision insurance? Unless the kid is explicitly excluded from their policy, I think you've got a claim against their insurance.
Definitely file suit in small-claims. If you have a police report that says the kid was at fault, it should be a slam-dunk. Of course collecting the damages is the real problem, when they don't have a pot to p*** in. But if the kid has a steady job you should be able to garnish his wages, which would at least give you some satisfaction.
