it was that way tell this year now in ky if it over 14ft it needs to be license and have brakes on it even if its a farm trailer. mine was like 37.00 it a 20ft dual tandem if your pulling it with a truck that 10thoushand lbs you need a dot number. even if your a farmer.it use to be if you pulled your trailer with a truck carrying farm plates it didn't need to be license but all that has changed i say by jan 2012 they well start enforcing it more then they are now.
