A little research turned up this Ad for an 1893 Hoover &Prout Potatoe Digger.Looks like your picture.This Ad is 118 years old but the machine probably had some success after 1893 so yours could be from the 1920"s - 1930"s.Regardless a Fore Cart to hitch a team to would be part of the machines attachments.
