Well first off I have never baled corn stacks so may o may not be of help. As for the knots sounds like the twine knifes are dull since you get a knot but it is not cutting it off the bill hooks or the wiper arm is not set as close as it needs to be. As for the wear I would only polish if out with emery cloth those arms are made to be worked and bent some so any welding will make then hard which would make them break easy. Those wiper arms are also pretty easy to replace. As for how tight it will depend on how the bale feels. You need the bales tight enough so as the make the twine good and tight on the bale but not so tight as to not be able to lift the bales
