Surplus Center has splined PTO couplings upon which an industrial taper-lock bushing and pulley can be mounted. Or you could just delete the coupling and put the taper-lock on the PTO shaft. Depends if you want the pulley permanently (more or less) attached or easily removable. Surplus Center has the bushing and pulley too. Just order on their website and UPS will deliver in about a week.
