I hate to be the one to break it to you, but penmanship has been going downhill since the invention of the ball point pen, long before any of us were born.
I remember comparing my handwriting with that of my dad, who was schooled in the '30's. No comparison. And I remember comparing his handwriting with my grandmother's: Grandma's was better still. And if you've read any letters written in the 1880's, you know those 19th century writers with their quill pens could write as nice as any 20th century calligrapher.
Of all the skills that are being lost today, I'd say handwriting is at the bottom of the heap. If schools have to give up penmanship to give students a solid footing in English, math and science, I say let it go.

While I love straightening sheet metal, cleaning, and painting old tractors, I use every excuse to avoid working on the on the electrics. I find the whole process sheer mystery.
