Sounds to me like you accidentally gave him a $20 instead of a $1 and he was honest enough to give you the correct change. I try to avoid doing things like this myself but over the years it has happened a couple of times. Often times I look back in my wallet and realize my mistake but there have been times when a larger bill got trapped between a couple of ones, etc and I was just as suprised to get change back as you were.... I know alot of places I've seen the cashiers don't put the money you give them on top of the drawer, not in the drawer, until they have given back the change, etc. This keeps someone from doing exactly the opposite of what is described here with someone arguing that they did in fact give the guy a $20 instead of a smaller bill.
Regardless of the reason you can count your blessings either way. Remember, not all customers are as honest as you tried to be and not all cashiers are as honest (....or as stupid...LOL) as this one appeares to be.
