Does it set outside? Have someone move the throttle lever while you watch the mechanism on the right,front of the engine, where the gov. spring is. With it not running the movement should be immediate.(No weight response trying to counteract the spring) It sounds like the arm is starting to set up in its pivot point. You could also disconnect the linkage between the gov. and the carb. and see if the carb/throttle plate/shaft is free.
