If it wouldn't pull in by jumpering the switch, something else is wrong.
Either that compressor clutch is shot, an open in the wiring or the control head has 'er blocked.
Try powering down the whole outfit by disconnecting a battery cable for 10 seconds. Hook it back up and see if the control head has reset.
Still no luck, take a test light and see if you have power at the compressor. If so, try a jumper wire to ground on the other terminal at the compressor.
Right now from the way you describe the problem, freon is not the issue.
