Most adjusters who work for a company will try to lowball everything. In Mn it's illeagal for an adjuster to lowball. Most of the time they get away with it because A. the adjuster hasn't been informed that it is against the law and B. because the insured is ignorant of the law and the actual value of something.
Another interesting thing here is that shyster lawyers are paying hospital staff to put their cards on a victims bedside table. They are not allowed to go into a hospital to see an injured person unless that person ask them to come in. Kinda sleasy.
