Same here in Alabama. No license, you're at fault period. No insurance go to jail.
The guy who stopped short would have gone to jail, and his vehicle impounded until he proved he had both a license and insurance.
However YOU were obviously following too close.
Back in my youth I had a woman make a U-turn in front of me from the RIGHT LANE! I was riding a motorcycle and T-boned her. Pretty severely injured me. she had insurance (State Farm).... adjuster came to see me in the hospital and tried to settle on the spot for 5K because "well you have major medical insurance, so you're medical bills will be taken care of...)
Anyway the lawsuit read "defendant struck the front most portion of the plaintiff's vehicle with the left side of her vehicle"
5K was a drop in the ocean compared to what the settlement ended up being.
