Use a rust primer on the rusty areas and then use LATEX. You can brush it on or roll it on with a thick roller.Prime with LATEX primer and then a good coat of LATEX enamel. Latex will stay on because it will expand and contract and it "breathes". Ordinary enamel will crack with expansion and contraction and be peeling within a year. All the pro barn painters around here use LATEX on steel roof. I did my shed with LATEX and its great,a larger colour selection and it does have a shine and looks like new steel.
