You need a fairly full fuel tank to get much fuel through the filter when bleeding. You might also want to clean the tank strainer if the tank is low at this point. Just remove the drain valve from the tank and clean it and the screen if it still has one. I usually stick a shop vac in the tank nexk to hold the fuel in while I remove the valve. Just don't stick it in tight or it'll collapse the tank... Just throw it in a ways so it takes a slight vacuum on the tank. Once you've got that done, reinstall the valve and fill the tank. Should bleed easily then. Bleed the filter, then the pump. Crank the engine with the SHUTOFF PULLED OUT until it squirts fuel out near the wheel. CLose the bleeder and try... should start unless you ran it bone dry.
