First off I would make sure it is timed right to fire on number one cylinder, are you getting spark from the plugs, then I would make sure the oil pump is hooked up right, then I would make sure the carburetor is clean and getting fuel thru it. You might have gotten a defective oil guage. If the old guage still works try using it. The oil weight shouldn't make a difference. Try turning it over by hand and see if you have oil coming out the line to the guage.
