The new plastic NAPA filters are much easier to get the wrench around with thier skinnier profile. Did you loosen the the screw on top of the housing and bleed it according to the operators manual? Make sure you seated the o-ring on the top and bottom of th filter correctly. I've even seen the old o-ring stuck into the housing. It's possible you have a cracked water sensor that screws into the bottom of the filter, but that usually allows it to run, but not accelerate well.
