You will not know with precision but your mower does not require precision in this case.
About 3/4 throttle should be about right.
Add a bit if you seem to be power limited, and reduce a bit if things seem too fast. A bit of experience will help.
Keep in mind that is sometimes necessary to mow at WOT (as measured at the hand throttle) when in heavy grass.
Your PTO speed is independent of gear selection unless you have an auxiliary transmission such as a Hupp or Sherman in front of the main 4 speed transmission, in which case the PTO speed will change depending upon the gear selection of the aux transmission but not of the main 4 speed transmission.
