Are you in Europe? 50Hz motor? The cord might be the problem, or part of it. Motors draw about 8 times the running amperage for an instant while starting. Voltage drop because of a too-small cord causes amperage draw to rise even further. For motor starting, the overcurrent device can be larger than for most other uses per the NEC (perhaps not applicable in Europe). Try a 20 amp fuse.
