The Volt was not a cheap car to develop, it sells in the $45K range. The Cruze which is the same basic car sells for half that price. If I were the head of GM, I would not want to make it tougher to sell the rest of the vehicles produced by GM. I don't know if there is any truth to the original question, but it makes no sense to me.
