If i were spot spraying; I'd use tordon and forget the 24d or grazon. the 24d burns the top of the plant before the tordon can get down to the roots. the roots regrow the thistle every year. tordon is a restricted use chemical. the cheapest way to buy it is by the gallon. RTU gets sort of expensive but no permit is needed. grazon is a mixture of 24d and a very small amount of tordon. I consider it a very over priced chemical; but again no permit is needed.
