there are ways of doing this stuff without raising alot of dust ,but the problem is timing.mowing or controlling brush could be put off to a better time when conditions are more favorable for the most part,although you might start getting fined for Not having a place mowed also depending on where you were.farming, where you need the stuff done might be a different story.then your on sort of a time constraint.where it would be felt most would be on a guy who only had a limited amount of time between working a outside job ,family constraints etc.when the time and weather conditions were right you would simply have to drop every thing else and git whatever you could done however long it took.As for how I do it,I disc and mow both,depending one what i'm trying to do.but like I say I'm as fast as possible getting away from the farming end and going more to straight cattle.
