This idea has been brought up here before. The problem is that the areas that need the water are two or three thousand feet higher in elevation than the Mississippi and Missouri Rivers. The amount of power required to pump that water uphill would be phenomenal, and who is going to pay for it?
Although the Trans-Alaska pipeline goes up and down, its terminus is at sea level. And the product it delivers is far more valuable than water.
