It's a slippery slope once we start that. Then it won't be fair some have tp pay for water while others don't so we will all be taxed for every drop we see, and the govt red tape will turn all of us into Colorado where you can't even collect rain water off your roof - they will say well we are selling that water to Arizona, so you can't have it, it's the State's water....
I think people should make do with their location, if you want to pack a metro area into a desert, then you have to deal with very little water. Pumping is expensive, east to west is kinda uphill, so no easy solutions there, the electricity is better used to power something we all can use.
