Pipeline is too small, it could be done with a canal system and locks on the various rivers that the canal would cross and feed, then you would have to get several different state legislatures to agree on how, what, when and where -- in other words, impossible. The main strike against it is that it would have to be a gov't project and the people who received little or no benefit from it would pay the most in taxes to build it.
