im not thinking of taxing the already overtaxed farmers, this project would be funded by the gov, the money would come from the massive amount that washington gives away each year to countries that normaly hate us, and which we will never get back, i know we need to help, but just this one time cant we help our people? also this water would be a 'reserve' not used as a given, like out here, it dont mater how many acre feet or water you have on your farm, what counts is how much wet water is in the ditch, and as i look out the window, my ditch is dry, give me a choise of water in one hand and gold in the other, and i'll take water, any water, you cant drink gold
