Sounds like it isn't getting enought fuel. Assuming carb is good, look for:
1) Clogged fuel filter
2) Fuel inlet in tank being plugged up by something
3) Kinked fuel line
4) Fuel valve not opening up all the way

Remove the fuel line at the carb, turn on the fuel and you should get a strong steady stream. If not, look for restriction.
