The whatchamacallit won't come off....

OK , here's the problem; I am pulling as much of the three point assembly off as I can to prep for paint. One side goes great the other not so. The pivot point (like a ball and socket) that attaches to the casing at the lowest part will not let the bolt turn to pull it off. Instead the whole assembly just kinda spins. It looks like this thing runs into the casing so I do not want to do anything radical till I get some advice. Greatful for any help. I feel just like 9Ner Jr ;>)
