Wayne, It would help to know what lift you are talking about. So I'll talk about a Ford I9-278. the answers to your questions then would be: 1. Correct 2. Correct 3. Correct 4. If I understand you to say the common outlet return is through the filter... Correct! However.. In the control valve, each handle(lift & tilt) will have a spool valve(shuttle, spindle, what ever you want to call it). That spool valve will direct the hydraulic fluid for it's designated cylinder to extend or retract. The pool valve is usually centered on "rubber" O-rings and valve cups. the spool it self will have various size ports and passages to direct the fluid and regulate the volumn per unit time(speed). I hope you are still with me, the control valve body also has passages to direct the flow of fluid, and may be ported to control volumn. Now for the hard dart... "Now here's the problem the bucket raises fine even loaded, the tilt (or dump) also works fine, the darn thing will not lower when raised all points to a restriction Right? I have tryed changing the hoses from the side to the tilt side still won't lower. " If I understand your problem to be.. The loader will lift, but will not lower,, even when the hydraulic lines are routed to the Tilt control. I'ld suspect that you have collasped the lift cylinder bottom hydraulic hose internally, such that it acts as a check valve, allowing extension but not retraction of that cylinder. Now a word on safety, if that bucket is elevated, even though your tilt still works and you've emptied the bucket, the hydraulic lines on the lift cylinders still have "Stored Energy" in them and release of that energy can result in severe bodily injury or death!!!! Neighbor lost a 3 year old son, in June.... Park the loader with the bucket on something substancial, like a good stout railroad tie around the corral( drill and check for punkiness). Allow the system to rest long enough for all hydraulics to bleed off, and the RR tie to carry the weight of the bucket, SO THE LIFT WILL NOT DROP WHEN YOU LOOSEN/REMOVE HYDRAULIC FITTINGS.... The Ford I9-278 is a one armed loader, if your loader has two arms with a cylinder on each side of the tractor, there may be a hydraulic hose common to both sides, if the loader does not torque to one side when you try to lower it, the common hose will "Most Likely" be the suspect hose.... Now if the loader does torque to one side when you try to lower, then it may be a hose specfic to one side. Are you still with me???? There is another possibility I can think of, which would be more likely to cause "intermittent, occassional but not all the time, same symptoms". That would be if a peice of hydraulic hose lining came free, squeezed its way into the cylinder, then acted as a check valve by blocking the port when trying to release the fluid on that side.
