I just did brakes on an A. Started with the same symptoms. I found the same thing, hard glazed linings. I just sanded the linings with medium sandpaper and put it back together. Brakes are now smooth and quiet. These band brakes are like the rear brakes on cars; a little lining will last a long time. Replace any leaking seals while in there.
