farmall cub brakes

My cub brakes would grab and make all kinds of noise when I would use them. I thought that the pading was gone and it was grinding steel on steel so I took it apart and found at least half the lining is still there and not wore down to the rivets though the lining is very hard and glazed. would it help the situatioin to by new bands or is the noise and grabbing common thanks
