Both of my Cubs make a little noise when in neutral, but then again so does my 4 year old pickup truck. I would not worry about it unless it gets a lot worse. Both of my Cubs also decrease in RPM's when the clutch is pushed in when COLD. This does not happen when they warm up. I plow snow with a cub and found you need weights all around and chains. With that it will push just about anything. The disadvantage is that the plow blade on mine is smaller than what I am used to. Just be patient and don't expect to clear 10 feet in one pass. Getting back to the wheel weights, I use the front weights when plowing snow as it keeps the front end from sliding sideways when you push a big pile. That little bit of extra weight really helps.
