You did not mension the remote or hitch as to how they work if they work ok then that would mean the filter and oil is ok which you said you changed, but there are some seals on the suchsion side that could be bad and the colder the oil the harder to pull into the pump. This is a job for a flowrater to see if pump is putting out.
