The best way to put it in correctly----, first make absolutely for sure that ALL of the old packing is removed. Use an ice pick, sharpened screwdriver, etc. and dig it out. It will come out in pieces.
Thread the needle into the packing nut, than use a dab of spray lube on that needle, and very carefully slide the new packing onto the needle.
Just as a heads up, I've encountered a couple of H carburetors where the hole was not deep enough to accomodate the full packing. Hopefully, you will not have that experience.
