I would assume that your replacement sender is a "will fit" part for a 606 but was originally intended for a plastic fuel tank. In your case it will ground its self though the screws, tank and tractor frame. A second wire obviously is not nessecary in your case as you already proved but could help considering the age of the tractor by providing a more direct path to ground. These senders work on reading resistance across a variable resistor so adding extra resistance will not allow them to read accuratly.
