Transmission may be in 2 gears at once. Push in the clutch & try to move the tractor. If brakes are stuck, disconnect the pedal & remove the screws holding the brake cover. Pry the cover off. You may have to take the brake lever off first; loosen the clamp bolt and split the clamp with a small chisel. Use a modified diagonal cutter(grind the flat side so it comes to a sharp point at the cutting edge) to remove the 1/2 moon key and then the cover should come off.
