Don't waste your time trying to pull start the tractor. It may start, but what does that prove? Are you going to wait for a friend to come over and pull start you EVERY time?
When you think you have everything correct, but it still won't start, you've got one of two problems:
1. Something is NOT correct. I don't care what you think or how many times you checked. There is something out of place, period. If a decent engine has air, fuel, and spark at the right time, it WILL start.
2. The engine as a serious internal problem either causing a loss of compression or causing the valves to operate incorrectly (i.e. stuck valve, broken cam gear, etc.)
If you can, get a compression reading on all four cylinders. Check your timing again. Make sure you're getting spark at the plugs.
