Case IH Oil Drain Plug Won't Turn Loose

Just bought a used Case IH 245 diesel compact tractor. I tried to loosen the engine oil drain plug but it will not turn out. The square is all chewed up from the previous owner trying to do the same thing. Any suggestions on a way to loosen the threads before nothing is left to get hold of the plug?

Second question: The rear tires are filled with liquid...is it OK to add air to get the proper pressure according to the owners manual. Or do I leave it at zero pressure as the tires do not look flat at all?
