Probably a dumb question, but...

I'm going to ask it anyway. I'm looking at purchasing an H, and while I've not physically inspected it yet, the pictures show what appears to be the handle of some sort of valve right below the battery box on the LH side. It is blue in color and looks like a water gate valve you use on a water spigot. Minus the spigot valve, these are for Hydraulics, right? would that perhaps be to drain it?

Pardon my ignorance but while I grew up with them and drove them around a lot as a kid, I'm still learning the technical details..
