I believe the hand luth is hooked up to one of the brake shafts, and is used to provide a sort of live pto, in that the tractor can be stopped and started in gear with the clutch without stopping the pto. It is not meant to be used as a cluch would be, hard to shift gears as the tranny is still turning.
