On all U2s that I have seen, the starter faces forward in front of the flywheel instead of toward the back as in a tractor. The rear flange of the block is cast with a cutout to allow this. When a U2 block is installed in a tractor only 5 of the 6 bolts can be used as the starter cutout eliminates the use of one bolt. BTDT!
Using a tractor block as a power unit should work if you want to hand crank it or do major metal removal on the block to clear the starter.
There are flywheel housings that appear to be SAE but have never measured to be sure.
