Procedure for removal is to take off the timing cover on side of pump. Little plate with two screws. Turn engine until the timing mark on governor aligns with stationary mark you see inside. It will only align with number one piston on compression stroke and should be at 3 degree before top dead center on the front pulley. Might be a degree or two off and you may very well have to turn engine two full revolutions because pulley marks will align on number six also but pump will not on that engine. As long as you are taking it off you may as well pull top cover to make sure metering valve is not stuck or something came unhooked. Also, a rap on the side of the pump with a plastic hammer might just get it going again, never know.
